Publication Animal welfare in non-anthropocentric cost-benefit analysis and social welfare functions: a critical review to guide practical application(2025) Dusel, Sara; Wieck, ChristineCost-benefit analysis and social welfare functions are two closely related methods to evaluate policy impacts. In this critical review, we present the state of knowledge on how to include the animals’ (non-anthropocentric) perspective in these policy evaluations. For this, we synthesize material from the scientific and grey literature and develop a checklist that guides through the process of non-anthropocentric cost-benefit analysis and social welfare functions. However, there is little empirical evidence on how second‐generation input subsidy programmes (SISPs) based on information and communication technology (ICT) are implemented and the institutional challenges that undermine their effectiveness. Purpose: This article assesses the implementation of ICT‐based SISPs and their challenges in SSA using the Nigerian e‐wallet input subsidy programme as a case study. We draw on a conceptual framework that integrates the national innovation system (NIS), contingency theory, and new institutional economics. Approach and methods: We analysed expert interviews and participatory qualitative data from Process Net‐Maps and focus group discussions (FGDs) using content and Process Net‐Map analyses. Findings: The results show that over 20 public, private and community actors were involved in implementing the e‐wallet SISP across five stages. The programme increased private‐sector participation, reduced corruption, improved recipient targeting, and speeded up input delivery compared to first‐generation input programmes. However, weak institutional arrangements (such as poor funding, restricted institutional collaborations, and stakeholder capability gaps) undermined the innovation aspect of the e‐wallet SISP. The programme also faced five main challenges: policy inconsistency, poor information flow and weak reporting, moral hazards such as “round‐tripping,” input leakage and diversion, and elite capture. The study concludes that institutional constraints, rigid organizational structures, and a narrow focus on solving first‐generation programme challenges limited the ability of actors to adapt to new and evolving challenges. Policy implications: Effective SISPs and input policies require supportive institutional environments that allow actors from all sectors to function effectively. Programmes should thus be designed and managed with flexible and organic structures that foster collaboration among private, public, and community stakeholders. Continuous, stage‐specific evaluations and smart governance tools, such as real‐time mobile data collection and buy‐back initiatives, can strengthen monitoring, input tracking, accountability, and input use incentives.Publication Geostrategic dimensions of recent food policy decisions(2024) Wieck, Christine; Rudloff, Bettina; Mensah, Kristina; Kareem, Olayinka; Montesclaros, Jose Ma Luis; Orden, David; Søndergaard, Niels; Yu, WushengThis article analyzes the geostrategic dimensions in food policy responses to two recent global shocks: the Corona‐SARS‐CoV‐2 pandemic and the Russian war against Ukraine. The analysis adds to the general assessments of economic security by providing a case study of food policy and food security as an element of economic security. Strong national path dependent trajectories in food policies can be observed. However, geostrategic dimensions related to interstate interaction and political considerations in policymaking that go beyond food security are also observed.Publication New insights into the phylogeny of the A.Br.161 (“A.Br.Heroin”) clade of Bacillus anthracis(2024) Antwerpen, Markus; Beyer, Wolfgang; Grass, Gregor; Anderson, DeborahBacillus anthracis is a rare but highly dangerous zoonotic bacterial pathogen. At the beginning of this century, a new manifestation of the disease, injectional anthrax, emerged as a result of recreational heroin consumption involving contaminated drugs. The organisms associated with this 13-year-lasting outbreak event in European drug consumers were all grouped into the canonical single-nucleotide polymorphism (canSNP) clade A-branch (A.Br.) 161 of B. anthracis . Related clade A.Br.161 strains of B. anthracis not associated with heroin consumption have also been identified from different countries, mostly in Asia. Because of inadvertent spread by anthropogenic activities, other strains of this A.Br.161 lineage were, however, isolated from several countries. Thus, without additional isolates from this clade, its origin of evolution or its autochthonous region remains obscure. Here, we genomically characterized six new A.Br.161 group isolates, some of which were from Iran, with others likely historically introduced into Germany. All the chromosomes of these isolates could be grouped into a distinct sub-clade within the A.Br.161 clade. This sub-clade is separated from the main A.Br.161 lineage by a single SNP. We have developed this SNP into a PCR assay facilitating the future attribution of strains to this group.
