Publication Production and employment impacts of new technologies : analysis for biotechnology(2009) Wydra, SvenBiotechnology is often regarded as a key technology with high potential for far-reaching social, environmental and economic impacts. Among others, the development and diffusion of biotechnology may have considerable economic effects on production and employment. This paper analyzes the economic impacts of different diffusion paths of biotechnology in some major application fields. Bottom-up technology information from literature, expert judgements and explicit scenario assumptions for various impact factors are combined and integrated in an input-output framework to calculate direct and indirect production and employment effects. The impact on net production and employment differs greatly between the different application sectors and depends on the respective importance of the various impact mechanisms. The indirect economic effects are rather high and exceed direct economic effects. These findings show the importance of a bottom-up approach as well as the consideration of indirect economic effects for appropriate analyses of the impact of biotechnology.Publication Intermediation and matching in insurance markets(2009) Schiller, Jörg; Focht, Uwe; Richter, AndreasThis paper addresses the role of independent insurance intermediaries in markets where matching is important. A controversial matter in the discussion concerning insurance intermediation is the issue of compensation customs and how the latter affect prices, rents and advice quality in insurance markets. This work compares a fee-based with a commission-based system. We show that in a situation with a non-strategic intermediary both remuneration systems are payoff-equivalent. In a second step, allowing for strategic behavior, we discuss the impact of remuneration on the quality of advice. The analysis shows that the possibility of mismatching can provide the intermediary with substantial market power which however does not translate into mismatching as long as consumers have rational expectations. We o¤er a rationale for the use of contingent commissions. In addition, this paper addresses whether or not the recent ban of any commission payments as introduced in countries such as Denmark and Finland is an appropriate market intervention.Publication Market field structure and dynamics in industrial automation(2009) Slowak, André P.There is a research tradition in the economics of standards which addresses standards wars, antitrust concerns or positive externalities from standards. Recent research has also dealt with the process characteristics of standardisation, de facto standard-setting consortia and intellectual property concerns in the technology specification or implementation phase. Nonetheless, there are no studies which analyse capabilities, comparative industry dynamics or incentive structures sufficiently in the context of standard-setting. In my study, I address the characteristics of collaborative research and standard-setting as a new mode of deploying assets beyond motivations well-known from R&D consortia or market alliances. On the basis of a case study of a leading user organisation in the market for industrial automation technology, but also a descriptive network analysis of cross-community affiliations, I demonstrate that there must be a paradoxical relationship between cooperation and competition. More precisely, I explain how there can be a dual relationship between value creation and value capture respecting exploration and exploitation. My case study emphasises the dynamics between knowledge stocks (knowledge alignment, narrowing and deepening) produced by collaborative standard setting and innovation; it also sheds light on an evolutional relationship between the exploration of assets and use cases and each firm's exploitation activities in the market. I derive standard-setting capabilities from an empirical analysis of membership structures, policies and incumbent firm characteristics in selected, but leading, user organisations. The results are as follows: the market for industrial automation technology is characterised by collaboration on standards, high technology influences of other industries and network effects on standards. Further, system integrators play a decisive role in value creation in the customer-specific business case. Standard-setting activities appear to be loosely coupled to the products offered on the market. Core leaders in world standards in industrial automation own a variety of assets and they are affiliated to many standard-setting communities rather than exclusively committed to a few standards. Furthermore, their R&D ratios outperform those of peripheral members and experience in standard-setting processes can be assumed. Standard-setting communities specify common core concepts as the basis for the development of each member's proprietary products, complementary technologies and industrial services. From a knowledge-based perspective, the targeted disclosure of certain knowledge can be used to achieve high innovation returns through systemic products which add proprietary features to open standards. Finally, the interplay between exploitation and exploration respecting the deployment of standard-setting capabilities linked to cooperative, pre-competitive processes leads to an evolution in common technology owned and exploited by the standard-setting community as a particular kind of innovation ecosystem.Publication Mismatches between actual and preferred work time : empirical evidence of hours constraints in 21 countries(2009) Otterbach, SteffenThis paper analyzes the discrepancy between actual and desired working hours in a multinational setting. Using the latest data of the International Social Survey Program (ISSP) with a focus on work orientations hours constraints in 21 heterogeneous countries are analyzed. One major finding is that hours constraints are interrelated with macroeconomic variables such as (i) unemployment rates, (ii) GDP per capita as a measure of welfare, (iii) average weekly work hours, and (iv) income inequality. A subsequent multivariate analysis reveals that, on both macro- and microlevels, sociodemographic variables like prosperity and income, high risk of unemployment, and working conditions play an important role in determining working hours constraints. The results further suggest that, with respect to working conditions, such constraints are also affected by gender issues.Publication New economic geography reloaded : localized knowledge spillovers and the geography of innovation(2009) Christ, Julian P.Despite the increasing and newly inspired interests in geographical economics and industry location theory, the majority of existing New Economic Geography models ignores the interdependence between spatial concentration, knowledge diffusion, invention and growth. For this reason, the paper exclusively surveys the emergence and development of New Economic Geography Growth models in the context of the existing geography of innovation literature. The first part of the paper contributes with a classification of first- and second-nature causes of agglomeration and clustering. This part will also discriminate between static and dynamic externalities. Therefore, the chapter particularly compiles the differences between urbanization and localization externalities, and MAR, Jacobian and Porter externalities. A second concern of the paper is to highlight the modeling peculiarities of New Economic Geography Growth models. Besides approaching the main differences and similarities between first- and second-generation NEG models, the paper additionally reviews and discloses complemental contributions to the geography of innovation literature in the course of time. For this purpose, the paper examines in a meta-study 61 empirical contributions, which are related to the knowledge production function, the concept of spatial dependence and knowledge spillovers. The meta-study is complemented by bibliometric research. The paper ultimately concludes that the empirical studies that are related to the concept of (localized) knowledge spillovers and spatial association have caused a fundamental upgrading of the New Economic Geography literature towards non-pecuniary externalities. Consequently, the paper shows that recently developed second-generation NEG models offer alternative backward and forward linkages, which similarly determine centripetal and centrifugal forces, circular causality and finally the geography of innovation.Publication Generalized barriers to entry and economic development(2009) Pyka, Andreas; Saviotti, Pier PaoloIn this paper we are going to analyze the dynamics of barriers to entry at the international level. In our model economic development takes place and continues in the long run due to the emergence of new sectors, which can compensate for the diminishing ability of mature sectors to create employment and growth. Each new sector is created by a pervasive innovation, which creates a new market and into and out of which there are entry and exit of firms. Depending on the inter-temporal coordination of the maturation of older sectors and of the maturation of new ones our model can give rise to development paths with growth rates ranging from high to negative, to fluctuations, to bubbles and to chaos. In the construction of our model we found inspiration in a number of growth models, both endogenous and evolutionary as well as on empirical work on structural change. The model also bears some similarity of style to history friendly models. Its unique feature is that it gives rise to an endogenously variable number of sectors. Unless new sectors are exact substitutes of older ones the model gives rise to growing variety. In fact, the main objective for which the model was initially constructed was to test some propositions implying that variety growth is a necessary requirement for long term economic development. Within our model the ability to create new sectors at the right times is the crucial determinant of the growth potential of an economic system. Thus, inter country differences in the barriers to entry into new sectors can be expected to give rise to different rates of growth and in the end to increasingly skewed world income distribution.Publication Why blu-ray vs. HD-DVD is not VHS vs. Betamax : the co-evolution of standard-setting consortia(2009) Christ, Julian P.; Slowak, André P.Extensive research has been conducted on the economics of standards in the last three decades. To date, standard-setting studies emphasize a superior role of demand-side-driven technology diffusion; these contributions assume the evolution of a user-driven momentum and network externalities. We find that consumers wait for a dominant standard if they are unable to evaluate technological supremacy. Thus, supply-side-driven activities necessarily need to address an absence of demand-side technology adoption. Our paper focuses on Blu-ray vs. HD-DVD as an illustrative case of consortia standard wars. One central role of consortia is to coordinate strategic behavior between heterogeneous agents, e.g. incumbents, complementors (content providers) and others, but also to form a coalition against other standard candidates. More precisely, we argue that agents signal standard-setting war outcomes through consortia events. We depict the essential role of consortia structures for the recently determined standard war between the High-Definition disc specifications Blu-ray and HD-DVD. Therefore, the paper suggests that unique supply-side dynamics from consortia structures, consortia announcements and exclusive backing decisions of firms determined the standard-setting process in the Blu-ray vs. HD-DVD standard war. This study is based on the following data: movie releases and sales numbers, membership affiliation for structural consortia analysis, and an in-depth event study. A detailed comparison of the technological specifications of both standard specifications supports our argument that there was no technological supremacy of one standard candidate from a consumer-oriented usecase perspective. We furthermore clarify that content providers (complementors) such as movie studios and movie rental services feature a gate-keeping position in the Blu-ray vs. HD-DVD standard war. In the case of Blu-ray, film studios decided the standard war because the availability of movie releases, but not technological supremacy, made the standard attractive to consumers. Finally, we find that there is a co-evolution of the consortia in terms of membership dynamics. Particularly, firm allegiance of heterogeneous agents plays a crucial role.Publication Catching-up and falling behind knowledge spillover from American to German machine tool makers(2009) Richter, Ralf; Streb, JochenIn our days, German machine tool makers accuse their Chinese competitors of violating patent rights and illegally imitating German technology. A century ago, however, German machine tool makers used exactly the same methods to imitate American technology. To understand the dynamics of this catching-up process we use patent statistics to analyze firms? activities between 1877 and 1932. We show that German machine tool makers successfully deployed imitating and counterfeiting activities in the late 19th century and the 1920s to catchup to their American competitors. The German administration supported this strategy by stipulating a patent law that discriminated against foreign patent holders and probably also by delaying the granting of patents to foreign applicants. Parallel to the growing international competitiveness of German firms, however, the willingness to guarantee intellectual property rights of foreigners was also increasing because German firms had now to fear retaliatory measures in their own export markets when violating foreign property rights within Germany.Publication Unemployment in an interdependent world(2009) Felbermayr, Gabriel; Larch, Mario; Lechthaler, WolfgangWe introduce search and matching unemployment into a model of trade with differentiated goods and heterogeneous firms. Countries may differ with respect to size, geographical location, and labor market institutions. Contrary to the literature, our single-sector perspective pays special attention to the role of income effects and shows that bad institutions in one country worsen labor market outcomes not only in that country but also in its trading partners. This spill-over effect is conditioned by trade costs and country size: smaller and/or more centrally located nations suffer less from inefficient policies at home and are more heavily affected from spill-overs abroad than larger and/or peripheral ones. We offer empirical evidence for a panel of 20 rich OECD countries. Carefully controlling for institutional features and for business cycle comovements between countries, we confirm our qualitative theoretical predictions. However, the magnitude of spill-over effects is larger in the data than in the theoretical model. We show that introducing real wage rigidity can remedy this problem.Publication Real wages and the business cycle in Germany(2010) Beißinger, Thomas; Marczak, MartynaThis paper establishes stylized facts about the cyclicality of real consumer wages and real producer wages in Germany. As detrending methods we apply the deterministic trend model, the Beveridge-Nelson decomposition, the Hodrick-Prescott filter, the Baxter-King filter and the structural time series model. The detrended data are analyzed both in the time domain and in the frequency domain. The great advantage of an analysis in the frequency domain is that it allows to assess the relative importance of particular frequencies for the behavior of real wages. In the time domain we find that both real wages display a procyclical pattern and lag behind the business cycle. In the frequency domain the consumer real wage lags behind the business cycle and shows an anticyclical behavior for shorter time periods, whereas for longer time spans a procyclical behavior can be observed. However, for the producer real wage the results in the frequency domain remain inconclusive.Publication Guns and butter - but no margarine : the impact of Nazi economic policies on German food consumtion, 1933-38(2010) Spoerer, Mark; Streb, JochenThe German population's material standard of living during the 'peace years' of the Nazi regime (1933-38) is much debated. We use hitherto disregarded consumption data and the axiom of revealed preferences to test whether the material standard of living improved. We find that the food consumption bundle realized in 1935-36 must have been inferior to that of 1927-28 although GDP per capita was much higher. Even in 1937- 38 consumers were probably worse off compared to 1927-28. We conclude that increasing consumption constraints forced German consumers to a diet and thus to a material standard of living that were much more frugal than national income figures suggest.Publication Economic consequences of low fertility in Europe(2010) Bloom, David E.; Sousa-Poza, AlfonsoThis paper focuses on possible economic consequences of low fertility in Europe. It summarizes a selection of papers that were presented at a conference at the University of St. Gallen in April 2008. This introduction also reviews the history of falling fertility in Europe and the literature that explores its causes, its potential implications, and possible policy responses. It summarizes the evolution of thinking about the relationship between population growth and economic development, with attention to recent work on the mechanisms through which fertility decline can spur economic growth if the necessary supporting conditions are met. The paper also identifies some of the challenges of population aging that are associated with low fertility and suggests that there may be less reason for alarm than has been suggested by some observers.Publication Ökonomische Aspekte der Entlohnung und Regulierung unabhängiger Versicherungvermittler(2010) Schiller, JörgThe compensation and regulation of independent intermediaries is an important issue in insurance markets. With this respect, the profitability and importance of fee-for-service and commission compensation of intermediaries is lively discussed in academia and in the insurance industry. This paper summarizes economic rationales why and in which lines of business insurance companies sell their products via independent intermediaries. With this respect, it is analyzed how different forms of compensation affect important market functions of independent intermediaries. Finally, the economic impact of certain regulatory interventions, like a mandatory disclosure or a general ban of any commissions and the German ban for intermediaries to share commission with policyholders, on market efficiency is discussed.Publication Drinking and protecting - a market approach to the preservation of cork oak landscapes(2010) Frör, Oliver; Ahlheim, MichaelWith the availability of new techniques to close wine bottles avoiding the risk of ?corky? taste the tradition of closing wine bottles with cork stoppers is on the retreat. As a consequence the Mediterranea cork oak forests with their rich biodiversity are endangered since their cultivation is not profitable anymore. This paper explores the viability of a market approach to the preservation of these ecologically valuable landscapes. In an internet-based Contingent Valuation survey we assess wine consumers' willingness to pay a higher price for wine bottles closed with high-quality cork stoppers instead of buying wine with alternative stoppers in order to preserve the cork oak landscapes. We find that though many wine consumers have experience with tainted wine they are, nevertheless, willing to buy wine with (highquality) cork stoppers at higher prices. Their average WTP is, however, not sufficient to cover the additional costs of these stoppers. Thus, we propose a financing mix of market returns and government subsidies for preserving the cork oaks. As a precondition for this market approach to be successful bottles with high-quality cork stoppers must be clearly identifiable in the shops, and consumers must be informed about the ecological consequences of supporting the cork production.Publication Labour as a utility measure in contingent valuation studies : how good is it really?(2010) Ahlheim, Michael; Frör, Oliver; Heinke, Antonia; Duc, Nguyen Minh; Van Dinh, PhamThe Contingent Valuation Method (CVM) aims at the assessment of people's willingness to pay (WTP) for a public project. The sum of the individual WTPs is interpreted as the social benefits of the project under consideration and compared to the project costs. If the benefits exceed the costs the project is recommended for realization. In very poor societies budgets are so tight that households cannot give up any part of their income, i.e. of their market consumption, in favour of a public project, so that their WTP for that project stated in a CVM interview has to be zero or close to zero. This leads to a severe discrimination against poor regions in the decision process on the allocation of public funds. Therefore, several authors suggest to use labour contributions to the realization of a public project instead of monetary contributions as a measure of people's WTP for that project. In this paper we show theoretically and empirically, based on a CVM study conducted in Vietnam, that labour is severely flawed as a measuring rod for individual utility so that CVM based on labour contributions does not provide a reliable and meaningful decision rule for the allocation of public projects.Publication Contract design and insurance fraud : an experimental investigation(2010) Schiller, Jörg; Lammers, FraukeThis paper investigates the impact of insurance contract design on the behavior of filing fraudulent claims in an experimental setup. We test how fraud behavior varies for insurance contracts with full coverage, a straight deductible or variable premiums (bonus-malus contract). In our experiment, filing fraudulent claims is a dominant strategy for selfish participants, with no psychological costs of committing fraud. While some people always commit fraud, a substantial share of people only occasionally or never defraud. In addition, we find that deductible contracts may be perceived as unfair and thus increase the extent of claim build-up compared to full coverage contracts. In contrast, bonus-malus contracts with variable insurance premiums significantly reduce the filing of fictitious claims compared to both full coverage and deductible contracts. This reduction cannot be explained by monetary incentives. Our results indicate that contract design significantly affects psychological costs and, consequently, the extent of fraudulent behavior of policyholders.Publication Does downward nominal wage rigidity dampen wage increases?(2010) Beißinger, Thomas; Stüber, HeikoFocusing on the compression of wage cuts, many empirical studies find a high degree of downward nominal wage rigidity (DNWR). However, the resulting macroeconomic effects seem to be surprisingly weak. This contradiction can be explained within an intertemporal framework in which DNWR not only prevents nominal wage cuts but also induces firms to compress wage increases. We analyze whether a compression of wage increases occurs when DNWR is binding by applying Unconditional Quantile Regression and Seemingly Unrelated Regression to a data set comprising more than 169 million wage changes. We find evidence for a compression of wage increases and only very small effects of DNWR on average real wage growth. The results indicate that DNWR does not provide a strong argument against low inflation targets.Publication The geography and co-location of european technology-specific co-inventorship networks(2010) Christ, Julian P.This paper contributes with empirical findings to European co-inventorship location and geographical coincidence of co-patenting networks. Based on EPO co-patenting information for the reference period 2000-2004, we analyze the spatial configuration of 44 technology-specific co-inventorship networks. European co-inventorship (co-patenting) activity is spatially linked to 1259 European NUTS3 units (EU25+CH+NO) and their NUTS1 regions by inventor location. We extract 7.135.117 EPO co-patenting linkages from our own relational database that makes use of the OECD RegPAT (2009) files. The matching between International Patent Classification (IPC) subclasses and 44 technology fields is based on the ISI-SPRU-OST-concordance. We confirm the hypothesis that the 44 co-inventorship networks differ in their overall size (nodes, linkages, self-loops) and that they are dominated by similar groupings of regions. The paper offers statistical evidence for the presence of highly localized European co-inventorship networks for all 44 technology fields, as the majority of linkages between NUTS3 units (counties and districts) are within the same NUTS1 regions. Accordingly, our findings helps to understand general presence of positive spatial autocorrelation in regional patent data. Our analysis explicitly accounts for different network centrality measures (betweenness, degree, eigenvector). Spearman rank correlation coefficients for all 44 technology fields confirm that most co-patenting networks co-locate in those regions that are central in several technology-specific co-patenting networks. These findings support the hypothesis that leading European regions are indeed multi-filed network nodes and that most research collaboration is taking place in dense co-patenting networks.Publication Foreign patenting in Germany, 1877 - 1932(2010) Streb, Jochen; Degner, HaraldIn this paper, we use both patents? individual life span and foreign patenting activities in Germany to identify the most valuable patents of the 21 most innovative countries (except for Germany) from the European Core, the European periphery and overseas between 1877 and 1932. Our empirical analysis reveals that important characteristics of the international distribution of foreign patents are time-invariant. In particular, the distribution of foreign patents across countries in the late nineteenth and early twentieth centuries was as highly skewed as it was in the late twentieth century ? and even dominated by the same major research economies. Our analysis suggests that firms? technological advantages were influenced both by exogenous local factors, such as the countries? resource endowment, and by endogenous factors, such as the national education and research system or the countries? actual stage of economic development.Publication The welfare state evolves : German Knappschaften, 1854 - 1923(2010) Jopp, Tobias AlexanderThis paper reviews the German miners? model of mutual insurance from its introduction in 1854 to its basic reformation in 1923. Its core feature was the provision of cash benefits for compensation of income losses due to temporary sickness and permanent invalidity or death of the bread-winner. The carriers of the insurance scheme, the Knappschaften, date back to medieval times, and the Knappschaft is still present today as the second pillar of the German statutory old-age insurance. This paper aims to establish the Knappschaft insurance?s main characteristics in the period under consideration. These include, for example, compulsory membership, shared financing between employed miners and entrepreneurs, selfmanagement, financing based on earnings-related social insurance contributions, a strong emphasis of the insurance principle, and application of the pay-as-you-go mechanism. The organisational analysis is complemented quantitatively, on the one hand, by evidence on increasing generosity and, on the other hand, evidence on increasing financial distress substantiating the shadow side of a maturing pay-as-you-go based scheme. In particular, Knappschaften experienced all trends we commonly associate with today?s systems in the second half of the 20th century as early as in the 19th century, even before the Bismarckian insurance was installed from 1883 on: Increasing social security spending, rising pensioners-tocontributors ratios, concentration and pressure on finances forcing Knappschaften to adjust their fiscal policy according to the mechanics of pay-as-you-go.
